What is EURES?
EURES (European Employment Services) is a cooperation network formed by public employment services. Trade unions and employers' organisations also participate as partners. The objective of the EURES network is to facilitate the free movement of workers within the European Economic Area (EEA) (the 27 members of the European Union, plus Norway, Liechtenstein and Iceland), Switzerland and the UK.
Do I have to pay for EURES services?
EURES is a free service to both jobseekers and employers, subject to the conditions set out by individual EURES members.
Who can benefit from the EURES services?
EURES targets both job-seekers interested in moving to another country to work or to study, and employers wishing to recruit from abroad.
Where can I find more information about my rights and obligations when I move to another country?
The Living and Working Conditions section of the portal www.eures.europa.eu contains details of a number of important issues such as finding accommodation, finding a school, taxes, cost of living, health, social legislation, comparability of qualifications, etc.
Can I freely move to another country to work?
Every citizen of the EU has the right to work and live in any Member State without being discriminated against on grounds of nationality. Free movement of persons is one of the fundamental freedoms guaranteed by the Treaty on the European Union (art. 3, 39, 40) and Community law.
Can I go looking for a job in another EU, EEA member state and retain the right to an unemployment benefit?
The person who would like to export his unemployment benefit to the other Member State has to be registered at Employment Services no less than four weeks and he has to have the status of an unemployed. The departure can be authorised before such time has expired, but only when the unemployment benefit is designated for the person.
The person is given the portable document U2 (PD U2) Retention of unemployment benefits. It allows for the unemployed to seek work in another Member State and to stay on the social security system in Lithuania. Also, the person is given an information leaflet where all information about the export of unemployment benefit is given. With this PD U2, the unemployed person must register within seven days with the employment services of the Member State to which he has gone.
Entitlement to an unemployment benefit is retained for a period of three months from the date when the unemployed person ceased to be available to the employment services of the competent Member State. The period of three months can be extended up to maximum of six months. If the person wishes to extend the period he has to fill out request and to send it by e-mail to Employment Services of Lithuania.
